Board members

Noel Anderson

President

Noel Anderson began his career in Law Enforcement with the San Angelo Police Department In March of 1999. Noel is currently assigned as a Detective with the Criminal Investigation Division and is a drone pilot in the departments sUAS/Drone Unit. Noel is a founding member of the departments sUAS/Drone Unit. Noel also has experience in the police department as a K9 Officer, Field Training Officer, and Police Training Officer. Noel is currently serving SAPOC as the President.

As President Noel is constantly working to help each member with benefits and representation by working with SAPD and City Leadership. Noel wants to continue to assist SAPOC by positively representing its membership while promoting the positive values of the association.

Blue Flores

Vice President

"My name is Charles “Blue” Flores and I grew up in Carlsbad, Texas and attended Water Valley High School.  I started my law enforcement career in 2008, at the Tom Green County Sheriff’s Department Jail Division at the age of eighteen. While serving at the County Jail, I studied at Angelo State University where I graduated with a B.S. degree in Sociology with a Criminology concentration and a minor in Social Work.  Upon completion of my degree, I attended the Concho Valley Regional Law Enforcement Academy where I became a certified Peace Officer.

In November of 2013, I was sworn in as a police officer with the San Angelo Police Department.  While working with the San Angelo Police Department I studied Applied Criminology at Texas A&M-Commerce where I obtained M.S. Degree.  I have served as a Patrolman, Gang/Narcotics Investigator, and currently serve as a training instructor at the San Angelo Police Academy.  I instruct new recruits and conduct in-service training for certified officers.

I also represent the San Angelo Police Officers as their Vice-President of SAPOC as well as taking an active role on the PAC.  In addition to those roles, I along with others have contributed to the success of the SAPOC Peer-Support Group.    

Within the community, I have volunteered with the YMCA, Boys and Girls Club, and have taught civilian self-defense classes for men and women.

My greatest joy is being a husband and father. Without them, my successes could not be possible."

Jeremy Cannady

Treasurer

Jeremy Cannady is proud to serve as the treasurer for the San Angelo Police Officers Coalition.

Porsche Callum

Secretary

Detective Porsche Callum is currently assigned to San Angelo Police Department Criminal Investigations Division. Porsche came to San Angelo, TX from Chicago, IL in 2016 to begin her career with San Angelo Police Department. She attended Southern Illinois University and graduated with a Bachelor of Arts in Criminology and Criminal Justice with a minor in Psychology.

Outside of being a Detective, Porsche willingly serves as Secretary of San Angelo Police Officers Coalition (S.A.P.O.C), Local Outreach to Suicide Survivors Team of Tom Green County and she is a youth leader at her home church in San Angelo. She loves San Angelo and enjoys serving the citizens and the Officers of San Angelo Police Officers Coalition.

John Bouligny

Vice President of Supervisors

Sgt. John Bouligny started with the San Angelo Police Department in Dispatch in March 2010, attended the San Angelo Police Academy in 2012 and was sworn in December 2012 as an Officer.

Sgt. Bouligny has been assigned as a Patrol Officer and then transferred to the Lake Division where he remained until his promotion to Sergeant in April 2018. He served as a Patrol Sergeant, Patrol Training Supervisor, and Assistant Team Leader of the Anti-Riot Company and in August 2022 he was reassigned to run the Communications Division of the Department. Sgt. Bouligny is currently the Vice President of Supervisors for the SAPOC and serves on the Critical Incident SubCommitee. Sgt. Bouligny is also the elected Region 5 Director of TMPA.

Richard Espinoza

Public Affairs Manager

Richard Espinoza began his career in Law Enforcement with the San Angelo Police Department in 2012 and is currently assigned as the Public Information Officer for the department. Richard was previously a member of the Anti-Riot Company, was a Police Training Officer, and is still currently a Mentor for new recruits. Richard is the “Public Affairs Manager” for SAPOC and he also plays a role in the “Membership Services” Sub-Committee.  

Richard believes that it is his responsibility to develop and maintain a positive relationship between our association, its members, and the citizens of our community. Richard intends to work diligently to achieve a level of public awareness so that our membership and the public know exactly what we do as members of SAPOC.
